Yep, inanimate. But as to balance factors, I think I agree. Clothes don't have much durability or structure so they could be instantly set on fire. So I'm gonna amend it a little. From now on the Koldun needs to generate 3 sux (the level of the ritual) + Durabilty + Structure, before an object reaches flash point. Clothes articles have a structure of 3-4 (size 3-4, no Durability) so that means 6-7 sux before flashpoint. Do you think that will be enough of a balancing factor). Another thing to keep in mind is that even though someone could target a smaller article of clothing, like a hat, the fire that it generate would be small as well. Thus easier to control/resist.
